“A new heart also will I give you”

This promise is unilateral. God does not say, “Give yourselves new hearts.” He says, “I will give.” The initiative is entirely divine.
“And a new spirit will I put within you”
The “spirit” here refers to the inner disposition or orientation of a person. God promises to implant a new inward principle that aligns the person with his will. This anticipates the fuller New Testament teaching on regeneration and the indwelling Holy Spirit.
“And I will take away the stony heart out of your flesh”
A “stony heart” is unresponsive, cold, and resistant. It does not feel conviction, does not love God, and does not obey. This is a diagnosis of human nature apart from grace.
“And I will give you an heart of flesh”
A “heart of flesh” is soft, responsive, and alive. It is not weak but spiritually receptive. It is a heart that can love, trust, and obey God.
